This procedure takes a GAGEDATA table as shown below:

and compiles event-by-event statistics. It requires that the user first manually populate the STORMS table with a list of events and populate the GAGES table with the list of gages and their reporting intervals. Each gage may use a different interval (e.g. 5 minutes, 15 minutes, etc) but the reporting interval should be constant for a single gage
